Europe experienced widespread relief on Monday, as the tension triggered by the introduction of a new 28-point plan for achieving ceasefire appeared – briefly – to have been defused. A Washington representative spoke of "substantial progress" after Ukraine-US talks in Geneva. On Monday night, Russian leadership made its retaliation: a renewed assault of rocket attacks on Kyiv.
The Cycle of Diplomacy and Destruction
The chain of contrasting events captured the harsh reality of the current period. By day, negotiation efforts are waged: positive announcements are released from various governments. Immense energy is expended on containing certain initiatives. By night, the Kremlin clearly shows the world that, for them, military action persists as the key method for achieving "settlement".
Nighttime Reality
As the offensive progressed into the early hours of Tuesday, the current condition of Ukraine's vulnerability was revealed. Ukraine is equipped to monitor projectile deployments from across the border, a capacity provided through timely intelligence. From observation points, military aircraft that had been scrambled to engage hostile aerial threats roared overhead – sophisticated military planes supplied to Ukraine by Western partners.
Soon thereafter, Kyiv's missile defense thundered: several firings deployed against a hostile projectile. This was a modern interception technology at work, probably supplied through allied countries. Every firing jolts you unexpectedly, causing tremors. The moment of terror quickly gives way to resigned acknowledgment: possibly the incoming missile won't cause damage this time, preventing destruction from catastrophe and further power outages.
Ongoing Risks
Following this, a heavy machine gun opened up on a drone in the vicinity, part of a mobile-fire group – most likely imported technology. Regrettably, the projectiles didn't strike the enemy aircraft – it continued its flight toward its target.
Periodically, this continued until dawn. Kyiv awoke to the early updates: several casualties, devastation and infrastructure problems in numerous residences as a result of the night's assault. As typically, everyone still went about their day – experiencing conflict. But those full day demonstrated Ukraine's essential dependence on external assistance – a dependence that European nations are clearly incapable to replace in the immediate future.
Unsuccessful Negotiations
The detailed framework from Washington provoked deep reactions, controversy and deep concern – and momentarily shifted focus from Ukraine's most significant graft case in years. Yet, we have witnessed similar scenarios, after prior negotiation attempts and multilateral gatherings.
Every new approach from American administration adheres to the consistent cycle: a diplomatic cavalry charge against Ukraine, which Kyiv, with partner nations, succeeds in resisting. They stabilise the situation but never actually achieve victory. This trend will, no doubt, continue.
Tactical Assessments
It is convenient to criticize certain parties of persistently promoting Russian terms. But that does not seem to be the entire situation. American leadership works based on a premise well known to seasoned negotiators: you cannot secure via talks what you have been unable to protect through force. The White House believes that it is unfeasible to pressure the Kremlin to abandon the areas that it already controls in Ukraine's occupied territories.
The issue is that while acknowledging this situation, American administration does nothing to deter Moscow, through diplomacy or military means, from assuming that the status quo will not shift further in its benefit in the months ahead.
Divergent Views
Therefore, the Kremlin is confident that duration works to their advantage – that Ukraine and its supporters are coming close to fatigue. Their reason to agree to terms that does not give them the greatest potential benefit is almost completely absent. There may be many attempts to stop fighting, but they will carry on as long as Russia's leader remains highly assured in the conclusion.
On the contrary, Ukraine's government believes that Ukraine can still persist, gradually sacrificing civilians and areas but avoiding a complete military breakdown until conditions improve in its favour.
Existing Situation
Realistically, there are no real preconditions for a ceasefire. Now, individual motivations are coming into play: personal goals to broker a ceasefire and obtain worldwide acknowledgment, and Ukrainian leadership's twin challenges – on one hand, not to alienate a key ally, and on the other, to rally Ukrainians around the country's interests against any initiative Kyiv finds unworkable, so that their attention does not shift toward internal issues. And although their task will now be considerably more difficult after current events, it remains quite doubtful that this will alter their fundamental strategy.
These conflicting dynamics are guiding negotiations.
Conclusion and Outlook
It took a only one week to eliminate the suggested clauses of the most recent proposal. Assertive and inconsistent approach of the matter by US administration, opposition by Ukraine and the remaining European nations, along with soothing efforts of negotiators, and finally, latest revelations, all served their function.
While new plans based on old ideas are imminent, Kyiv, London and other allied nations should reach an essential realization: Ukraine and Europe will only be able to resist negotiation assaults from Washington that are founded on Moscow's terms and demonstrate specific hesitation to modify developments, if they stand together and improve their protective measures at a much faster pace. If they do, no combination of diplomatic or military actions will be able to overcome them. In the meantime, Ukraine's capability to defend against evening bombardments will, for the foreseeable future, primarily depend on sustained allied backing.
